This is a tape rewind sound, made by taking a short snippet of music, messing around with the speed of the audio (audacity "sliding stretch", to be specific) and then speeding it up to sound like those stock sound effects of "tape rewinds" (looking at you, sound ideas 30 years ago in the early 90s.)
